Job Overview
The Project Officer is responsible for the overall management and coordination of a UNICEF-funded pilot project on child-responsive disaster risk reduction (DRR), implementing capacity building for municipal and civil protection authorities in select municipalities across Greece. The project’s goal is to enhance the capacity of at least 6 municipal authorities for planning and implementing child-responsive disaster risk reduction plans and climate change adaptation and resilience strategies, with the overall goal of protecting children from the adverse effects of climate change. This role involves a) leading outreach efforts to targeted project participants, b) designing capacity building materials and leading training delivery, c) developing recommendations in collaboration with relevant authorities to render DRR and climate change adaptation plans more child-responsive d) ensuring children’s participation across all project stages. The Project Officer will be overseeing project implementation, with the support of relevant SN departments.
Responsibilities
Project Management and Operations
- Design and develop capacity building materials on child-responsive DRR for municipal and civil protection authorities, ensuring quality, relevance, and adherence to donor standards.
- Develop and implement outreach to municipal authorities and other relevant local stakeholders, including local youth organizations.
- Deliver capacity building workshops, including practical simulation exercises, to all of the project’s target audiences, including municipal authorities, civil protection staff, youth groups, and other stakeholders.
- Develop, in a participatory manner alongside relevant stakeholders, recommendations on incorporating child-responsive considerations in DRR and climate change adaptation plans.
- Oversee the creation of child-friendly materials on personal protective measures in the event of disasters and extreme weather phenomena.
- Organize daily project operations to ensure efficient planning and smooth and effective project implementation.
- In collaboration with Project Officer and other relevant staff, coordinate resource allocation, logistics, and scheduling for all project activities.
- Maintain strong relationships with relevant project stakeholders, especially municipal and civil protection authorities.
- Collaborate with SN Communications department to promote the project’s planned activities and impact, and Advocacy staff to bring forward and address field issues identified.
- Collaborate with SN programmes department for the development of new projects and interventions, complementing and strengthening the effectiveness of the ongoing project.
Reporting, Monitoring and Accountability
- Collaborate with the Monitoring and Evaluation team to track key performance indicators (KPIs) and measure the impact of project services.
- Regularly collect and analyze data to ensure evidence-based decision-making.
- Prepare reports for donors and organizational leadership, detailing progress, challenges, and successes.
- In collaboration with SN MEAL staff, address complaints, feedback, or concerns from beneficiaries in a professional and compassionate manner.
Qualifications
- University degree (preferably Master’s) from an accredited academic institution, preferably in Natural Sciences & Engineering, Environmental Management, Disaster Risk Reduction, or a related field.
- Minimum three (3) years of experience in managing or coordinating environmental projects, especially projects that incorporate child-responsive principles and/or involve working with children and youth.
- Proven experience in designing and delivering capacity building materials, especially in the field of DRR.
- Strong knowledge of the institutional framework of civil protection in Greece, as well as the National Energy and Climate Plan and other relevant strategies.
- Strong knowledge of the challenges faced by children in climate change-induced disasters and extreme weather phenomena.
- Excellent organizational and problem-solving skills, with the ability to multitask and prioritize effectively.
- Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
- Proficiency in Greek and English (written and spoken). Additional languages are an asset.
- Strong sense of initiative, responsibility, ownership, and excellent attention to detail.
- Proficient with MS Outlook, Excel, PowerPoint, and Word business software.
- Availability to travel across different project locations in Greece.
