On top of a complex socio-economic crisis that started in Greece in 2012 and the current capital controls and closures of financial institutions, a new declared migration-related emergency is plaguing the country. Alongside relief & rescue operations, the needs of the new arrivals are multiple and equally urgent: at this point access to a comprehensive package of relief services (i.e shelter, food, NFIs) is crucial. In accordance to the above, the overarching objective of this call is to alleviating the suffering of populations on the move by increasing access to humanitarian aid and relief while safeguarding protection and promoting human rights support. Following also the relevant categorization that took place during the PoM workshop in 19-20 March 2015 which was organized by the Open Society Foundations (OSF) and αλληλεγγύη Solidarity Now, the Call has three main priority axes:

• First Reception & Detention
• Asylum Process
• Integration of Asylum seekers & vulnerable groups

On top of Greece’s internal problems and challenges, a complex migration related crisis and the current capital controls and closures of financial institutions, further aggravates the overall situation, exposing also the state mechanism’s weaknesses and limitations to deal with it.
It is a crucial time for civil society to stand forward, claim and work towards not only meeting immediate relief needs but also towards safeguarding vulnerable populations protection, respect of the rule of law and re-establishment of basic human rights and welfare agenda.
The overarching objective of this programme is poverty reduction in the context of sustainable development, including the pursuit of the Millennium Development Goals (MDG). It is an “actor-oriented” programme that aims at strengthening the capacity of civil society organizations and local authorities as a pre-condition for a more equitable, open and democratic society through support to their “own initiatives”.
The applicants are required to clearly demonstrate in their proposals how the capacity building aspect will be part of the action.

The call refers to actions that will take place in the region of Thessaloniki.
