Project Summary:

The Athens Solidarity Centre (ASC), an initiative of the Open Society Foundations and SolidarityNow, is an innovative operational response to the complex and varying needs of vulnerable populations in Athens. The intervention’s ultimate objective is to enhance vulnerable populations’ integration into the Greek society by empowering them and cultivating feelings of solidarity, tolerance and respect among the different communities living in the centre of the city. The Athens Solidarity Centre along with the Thessaloniki Solidarity Centre – successfully operating since January 2014 – consist the backbone of SolidarityNow strategy to alleviate the suffering of the needy while actively working towards a more proactive, open and democratic society. The ASC offers space to new and existing civil society organizations in Greece, facilitating community solutions to pressing social and economic problems. The Centre addresses the unique needs of local communities it operates within and caters for all regardless of their nationality, religion, origins and social status. Addressing these needs demands an innovative and holistic approach and ensured synergies amongst partners.

SN manages the centre, provides services directly and coordinates activities implemented through 6 NGO partners (PRAKSIS, the National Asylum Services, “Network of Children’s Rights”, “Together for Children”, Babel and Fainareti). Services provided by the centre encompass the following areas: Welfare support (SN), Legal Aid (SN), Medical, Employability, Child Care Centre (SN), Counseling Centre and a Helpline 11525. The overall effort is being implemented with the support of and in close coordination with the Municipality of Athens and financed by the Open Society Foundations and the EU Employment and Social Innovation (EaSI) programme. The ASC is based opposite Larissa Station.

Position Summary:

The Project Manager oversees the operation and services of the Athens Solidarity Centre (ASC). (S)he reports to the SN Head of Programmes and collaborates closely with the Programmes team based in Athens. This is a full-time position based in Athens with occasional travel to Thessaloniki and other international destinations, mainly for training and PR related activities (e.g. participation in conferences etc.).

Responsibilities:

The Project Manager will manage all activities of the ASC. This includes:

Project Management

  • Ensures quality operations and relevant services provision to those in need in close coordination with Welfare Service Coordinator, Deputy Coordinator and Team Leaders
  • Overseeing day to day activities of ASC and the implementation of all projects in the centre (both directly and through the partners) to effectively address the needs of all beneficiaries.
  • Closely working and interacting with implementing partners ensuring optimum cooperation and coordination.
  • Ensuring that all approved (sub) projects are implemented in a timely manner, in line with SN and donor regulations.
  • Participating in the drafting, operationalization and regular updating of the Centre’s rules and regulations in cooperation with partners and SN programme management team
  • Contributing to the achievement of the overall SN objectives in the fields of health, legal aid, families & children support and vulnerable groups’ protection.
  • Monitoring the projects’ cycle by using relevant tools and methods (i.e. milestone indicators etc.)
  • Drafting and submitting progress and other reports as per schedule and request
  • Minimum budget management

Operations & HR

  • Line managing technical and administrative staff and providing technical and administrative guidance as required in their day to day activities.
  • Managing the SN / ASC office – personnel, finance and facilities – in line with SN policy and procedures.
  • Building staff capacity through team mobilization, guidance, coaching, on the job training etc.
  • Trouble-shooting

Representation

  • Representing SN programme local communities, other civil society actors, local branches of the regional and state government and media in consultation and collaboration with SN programme team.

Coordination

  • Organize and lead coordination meetings with staff and partners
  • Participating in the drafting of new project proposals and applications.
  • Participating in the drafting of other programme related documents (e.g. ToRs, logframes etc) upon relevant request
  • Regularly and consistently assessing the area of intervention in order to identify possible gaps and/or needs in the provision of services
  • Regularly liaise with local communities creating a vivid network of stakeholders and actors in the Area of Responsibility
  • Work with team members to link humanitarian relief programmes to other programming, including advocacy

Qualifications:

Essential

  • At least four years’ experience in a relief, development or advocacy agency, three of which should be in a managerial capacity.
  • Minimum of a Bachelor’s Degree in Social Sciences or any other related fields required, Master’s degree preferred.
  • Field-based project management/ implementation experience and familiarity with the civil society space and actors in Greece
  • Skills in monitoring and evaluation.
  • Strategic thinking /planning skills
  • Understanding of humanitarian sector, issues and mechanisms
  • Fluency in Greek and English
  • Good writing and presentation skills
  • Strong negotiation skills
  • Lead by example: Be flexible and respectful to partners and staff. Exercise authority without aggression

Desirable

  • Familiar and or experienced in Media Representation
  • Operational Experience in relief sector in projects providing assistance to people on the move

Responsibilities

  • Coordinate the smooth and timely procurement process of all purchased items and services according to the SN Policy.

  • Ensure that the procurement processes are in line with applicable licenses and are properly documented.
  • Ensure that vendor eligibility screening is carried out and updated regularly.
  • Ensure logistics staff involved in procurement are fully aware of all SN procurement policy and procedures.
  • Supervise inventory management for all facility assets.
  • Overview the motor vehicle scheduling and management.
  • Supervise and evaluate service providers’ performance.
  • Attend and report on external meetings with local partners, NGOs and other actors.
  • Represent organization and its interests in the field and ensure good and regular communication.
  • Prepare weekly logistics reports for supervisor containing current developments, achievements, and working plans for the following week and ensure that supervised staff submits such reports in an accurate manner.

KNOWLEDGE AND EXPERIENCE:

  • BA Degree in Logistics, Supply Chain Management or similar level qualification
  • Proven experience of a minimum of three years in humanitarian logistics (in international NGOs) with progressively senior management responsibilities;
  • Strong knowledge of donor guidelines and regulations, compliance requirements and procedures (UNHCR, ECHO).
  • Working experience in logistics and procurement management within NGOs and experience in managing a diverse team in an often-stressful environment.

SolidarityNow (in collaboration with UNICEF), is implementing the ‘Blue Dots’ programme, creating Child & Family Care Hubs for children, women and other vulnerable people living in refugee camps and urban settings. Every ‘Blue Dot’ is a safe place for refugee children and their families, while the range of services offered at each one includes legal counselling and psychosocial support. The project is being implemented in Attica and Macedonia

Position Summary

The post holder will be responsible for all aspects of project management and the successful implementation of the Blue Dots Programme in cooperation with the Programming Unit in Athens. (S)he will provide broad administrative, programmatic and financial support to the project, including direct assistance to the implementation AND close monitoring and evaluation of the undertaken initiatives. Under the guidance of the Head of Programmes, the successful candidate will be able to multitask, perform vigorous follow-up and get directly involved in the implementation of different activities related to the people on the move.

Main Duties & Responsibilities

  • Planning and supervising the implementation of the project activities in close cooperation with the key project staff, HQs team and partners, in compliance with all contractual obligations towards the donor and in accordance with the SolidarityNow SOPs;
  • Monitoring the activities and the results achieved against the project indicators;
  • Elaborating and following implementation plans and timetables;
  • Guiding and overseeing the coordination and administration of all aspects of the programme;
  • Implementing administrative tasks and duties in compliance with the SN Manual;
  • Directly participating into the organization and execution of the project’s logistics;
  • Producing progress, activity and other reports as per request and ensuring that all project reporting (internal and external) is completed in a timely and accurate manner
  • Planning the project expenditure and ensuring the compliance of expenditure of budgets with donor requirements;
  • Maintaining liaison and collaboration relationships with donors, authorities and stakeholders
  • Ensuring protection of refugees, asylum seekers and other vulnerable populations of concern, in accordance with international humanitarian standards and legally binding obligations.
  • Planning and supervising the development, implementation and monitoring of standard operating procedures in relation to protection mechanisms and activities
  • Providing advice and guidance on protection related issues and ensuring proper documentation and follow up
  • Overviewing case planning and implementation, reviewing information and protection plans developed by field staff
  • Conducting field visits/work and participating in field activities on an ad hoc basis
  • Contributing to the development of management, logistics, administrative and monitoring tools and techniques for staff
  • Performing any other task related to the implementation of the project as requested.

Required qualifications and skills

Essential

  • University degree (preferably Master’s) from an accredited academic institution in Humanities, Social Science, Law, Political Sciences, International Relations or related;
  • Minimum five (5) years of experience in Project Management preferably in the humanitarian and/or development sector and in the area of protection in particular;
  • Experience with institutional donors’ regulations and requirements;
  • Knowledge of PCM and financial management;
  • Experience in working with IOs, NGOs as well as with governmental and local authorities;
  • Excellent knowledge of English and Greek; a third language (related to the people on the move emergency) would be considered as an asset;
  • Good knowledge and competence of IT applications and software;
  • Ability to work under a distance-management scheme;
  • Ability to work with and coordinate activities of more than 50 field staff

The CFS empowers the psychosocial support through informal recreational activities and creative engagement of children beneficiaries of the program under the guidance and instructions of the team coordinator and program. Specifically, the worker is concerned with educational and creative way underage beneficiaries, considering the special characteristics and present living conditions.
The employee must cultivate an atmosphere of respect and appreciation among beneficiaries and respect the skills and cultural background of each. Should promote fair play, collaboration and critical thinking. The worker is finally responsible for the supervision of the space in which he performs his duties during working time.

Responsibilities

  • Ensure a safe and child-friendly atmosphere within the Child Friendly Space
  • Ensure a variety of games and activities within the Child Friendly Space, catering to the needs of children of different ages, genders, and abilities
  • Ensure that children feel comfortable, safe, and respected
  • Liaise with parents and the community  regularly  to  keep  them  informed  of  any developments or problems within the Child Friendly Space and surrounding areas
  • Screen for and monitor protection needs and gaps in and around the Child Friendly Space
  • Refer children for Child Protection case management, and nutritional or medical care or other appropriate services and support as required
  • Ensure activities consistent with programme guidelines

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Essential

  • University Degree in Social Sciences (ie, Education, Psychology, Social Work etc) or creative arts
  • Good Communication and facilitation skills
  • Ability to adapt to changes in working environment
  • Commitment to understanding of SN aims, values and principles

Would be an asset

  • Arabic or Farsi language skills
  • Experience on working with migrant/refugee children

Job Description: The Finance Administrator assists the Finance team, making sure that all documentation that is handed to the Accounting department to be processed is complete and accurate and, in cooperation with the Head of Finance and Financial Controller, liaises with the other departments and structures with regards to their adherence to financial procedures. Occasional travel may be required.

Invoice and Procedure Control

  • The Finance Administrator checks all documentation that is handed to the Accounts departments and according to the corresponding procedure manuals and agreements with each donor ensures that all documentation required by donors as per their eligibility guides is present, accurate and complete with regards to
  • Signatures required
  • Budget Codes
  • Value
  • Dates
  • Tax Laws
  • Wherever there are errors or pending information/documents for the above, the Finance Administrator will take corrective action liaising with those responsible.
  • The Finance Administrator trains and informs existing and new staff on procedures, making sure that they are understood and adhered to according to each donor’s requirements, also keeping everyone updated on any changes to these.

Ad hoc accounting tasks

  • The Finance Administrator may perform other accounting tasks at times of high workload including, but not limited to: accounting entries, reconciliations, miscellaneous checks (accounts, contracts, fixed assets, expenses etc.), filing.

Requirements

  • At least University degree in Finance, Economics, Accounting or related field (Master’s degree will be considered as an asset);
  • 3-5 years of work experience in a Finance or Accounting role;
  • Experience of at an NGO and/or European Programs, budgeting and reporting would be an advantage;
  • Excellent communication skills as the role demands extensive interaction with other departments and people of all levels;
  • Good knowledge of latest Greek Tax and Accounting Policies and Standards and associated regulatory issues and trends and double entry bookkeeping;
  • Working knowledge of Accounting Software packages (knowledge of Union Accounting Software and Microsoft accounting solutions would be an asset)
  • Very good knowledge of Microsoft Excel
  • Good analytical and organizational skills, attention to detail and determination to meet deadlines;
  • Ability to work independently and as part of a team;
  • Strong language skills (both written and oral) in Greek and English;
  • Ability to work well under pressure;
  • Demonstrated capacity and willingness to learn;
  • Professional attitude towards work;
  • Pro-active and results oriented
