Job Overview

Climate change and natural disasters are increasingly affecting local communities, with children being among the most vulnerable population groups. The need to design and implement child-centered disaster prevention and response measures is now more urgent than ever, as highlighted by the recent UNICEF survey Climate Landscape Analysis for Children in Greece. In this context, UNICEF Greece, in collaboration with SolidarityNow, is implementing a new pilot project that aims to develop expertise on child protection in the context of natural and human-made disaster prevention and response policies.

The Consultant will be responsible for the provision of expert technical guidance on emergency preparedness and response to natural and human-made disasters, supporting SolidarityNow’s pilot project. The project’s overall goal is to enhance the capacity of at least 6 municipalities and relevant civil protection authorities for planning and implementing child-responsive disaster risk reduction plans and climate change adaptation and resilience strategies, with the overall goal of protecting children from the adverse effects of climate change and natural and human-made disasters.

More specifically, the Consultant will undertake the following responsibilities:

  1. Consult with key civil protection staff from the 6 participating municipalities and formulate recommendations for localized disaster prevention and response measures for the protection of children, alongside SolidarityNow child protection staff, with the aim of enriching municipal Emergency Response Plans. Such measures may include, for example, localized risk mapping to identify hazards and vulnerabilities specifically pertaining to children, and child-responsive early warning systems.
  2. Develop capacity building materials and trainings/simulations on child-responsive disaster risk reduction for municipal and civil protection authorities, alongside SolidarityNow child protection staff.
  3. Lead training of trainers for SolidarityNow staff on the above capacity building materials and training/simulation structure, with the aim of enabling SN staff to deliver the trainings to relevant stakeholders.

Qualifications

  • Advanced university degree from an accredited academic institution, preferably in Natural Sciences, Engineering, Environmental Management, Disaster Risk Reduction, or a related field.
  • Proven experience in emergency preparedness and response to natural and human-made disasters.
  • Strong knowledge of the institutional framework of civil protection in Greece, as well as the National Energy and Climate Plan and other relevant strategies.
  • Proven experience in designing and delivering capacity building materials and trainings in the field in question.
  • Strong knowledge of the challenges faced by children in climate change-induced disasters and extreme weather phenomena.
  • Proficiency in English (written and spoken). Knowledge of Greek will be considered a strong asset.
